Ryan White CARE
Act, Title I Program
In August 1990, the federal Ryan White Comprehensive AIDS Resources
Emergency (CARE) Act was signed into law. In recognition of the disproportionate impact of HIV/AIDS in
certain urban areas throughout the United States, Title I funds of the
CARE Act are designated as Emergency Relief funds for jurisdictions
with more than 2,000 reported AIDS cases.
The Middlesex County
Department of Public Health is responsible for the administration of
funds made available under Title I of the Ryan White CARE Act. The Title
I Program targets low-income persons living with HIV-disease or AIDS
(PLWH or PLWA) who reside in Middlesex, Somerset, and Hunterdon Counties,
