Grants to Support Human Services Programs Available
Mandatory Meeting for Applicants Scheduled for June 24


JUNE 14, 2013 -- The Middlesex County Board of Chosen Freeholders is pleased to announce the availability of grants to support non-profit service agencies for the period of Jan. 1 through Dec. 31, 2014.

The priority of the 2014 Freeholders’ Support Grant process is to provide assistance to Middlesex County’s most vulnerable populations.

The intent of the 2014 Freeholder Support Grants is once again to bridge the gap of UNMET/UNDERSERVED Human Service NEEDS, particularly those related to poverty and special populations. 
“The 2014 Freeholders Support Grants application process will be very competitive. County resources are extremely limited, and there is no anticipation of an increase in overall support grant funds,” said Freeholder Kenneth Armwood, Chair of the Community Services Committee. “The strongest, most creative and most effective programs will be recommended to the Freeholders for funding.”

Freeholder Director Ronald G. Rios added: “The Freeholder Board is dedicated to providing the most effective programs we can to serve our residents. We are entrusted to allocate funds where they will best be used, making this grant program extremely competitive.”

Support Grant recommendations are developed each year by the Middlesex County Human Services Advisory Council (MCHSAC) and submitted to the Board of Chosen Freeholders for final review and approval. 

The 2014 Freeholders’ Support Grant application overview and MANDATORY Technical Assistance Session (TA) is scheduled for 10 a.m. June 24, 2013 at the Middlesex County Fire Academy in Sayreville.  ATTENDANCE IS MANDATORY.

Agencies intending to submit a 2014 Freeholder Support Grant application are required to participate in this session.   We suggest that Chief Professional Officers, Fiscal Officers and staff specifically responsible for completing the application be in attendance.   Applications will not be accepted for submission from programs/agencies without representation at the Technical Assistance session on June 24th.  Attendees will be asked to sign in and sign out from the Technical Assistance/Outcomes Training.

Since the Outcomes section of the application is a very important segment of the application and constitutes fifteen percent (15%) of the entire application score, it is imperative that agencies understand the concept of outcomes and how to measure them.  A special “Outcomes/Logic Model” training will be part of the Technical Assistance session.

Electronic copies of the application will be available beginning June 17, 2013 and may be requested from Annette Olsen, via email at annette.olsen@co.middlesex.nj.us.  Printed copies of the application are also available upon request.  Hard copies of the application will be available at the technical assistance session on June 24th. 

Completed support grant applications are due at the Middlesex County Department of Community Services, Office of Human Services, Division of Housing & Social Services, 2nd Floor, County Administration Building, 75 Bayard Street, New Brunswick, NJ 08901, no later than 1 p.m. on Friday, August 9, 2013.  Applications will not be accepted after the submission deadline.
Please be aware that the HSAC recently released the 2012 Middlesex County Needs Assessment as part of the continuing MIDDLESEX COUNTY 2020 planning process.

Also be aware that this year, Coming Home of Middlesex County, Inc. will be reviewing those programs that “only or primarily serve homeless families and/or individuals (e.g. Ozanam Family Shelter, HEART Van, Care House, etc.).”  Specific information is required of these programs in the application (see pg. 3 of the application).

Since resources are extremely limited, the HSAC does not anticipate any increase in support grant funds nor can it guarantee 2014 support grant funding.  The Proposal Review Committees will look at all programs that could be alternately funded by other Departments, Offices and/or Divisions within the County.
